RCSC Commissioner Sensitizes Civil Service Strategic Roadmap and Performance Management System

Dasho Kinlay Tshering, Commissioner of the Royal Civil Service Commission (RCSC), led a sensitization program today in Samdrupjongkhar Dzongkhag and Thromde as part of the nationwide rollout of the Civil Service Strategic Roadmap 2025.

In the morning session, the Dasho Commissioner presented the Strategic Roadmap, emphasizing the need for innovation, accountability, and enhanced service delivery across the civil service. The presentation was followed by a Q&A session, where participants discussed key elements of the roadmap, including talent management and leadership development.

The afternoon session focused on the Performance Management System (PMS) and School Moderation Exercise, targeting Moderation Committee Members. The RCSC team clarified moderation processes to ensure fairness and consistency in performance evaluations, fostering meaningful dialogue and feedback.

The program was attended by Regional Heads, Dzongkhag and Thromde officials, and Principals of schools under the Dzongkhag and Thromde. Their active engagement highlighted a shared commitment to strengthening civil service performance and delivering quality public service.

This visit is part of RCSC’s ongoing efforts to prepare civil servants nationwide for the effective implementation of the Strategic Roadmap and PMS.
